P: I have some papers on the Middle East that WSAG is meeting on. I am
disturbed because they have not been approved by the Secretary or the Joint
Chiefs. They need to get up where people know what's going on.
K: They can't go to the Under Secretariyes meeting in one form or another.
P: What you have is all sorts of ? ? ? ? actions without military actions.
I have a memo I am sending to you with fruther details.
K: These have been done for a long time and I don't know what - they came
out of the Pentagon.
P: The came through lower levels. I won't let it go XXXRXX except through
the Secretary.
K: I assume that when it goes through the interdepartmental group the right
people have seen it. We are not doing it. Nutter and Nils Johnson are both
on the group.
P: It needs to be reviewed at a higher level. Some are very dangerous and
need to be settled.
K: Obvious ?/ 7 P? ? to be through the NSC. I don't know if we can hold them
up.
P: We are going to hold them up until they go through the Joint Chiefs and the
Secretary.
K: What will I tell the President if he asks?

P: Tell him that they have not been looked at and it is being worked on.
K: I can't judge that. I can't ask every man if he speaks for his agency.
These are not recommendations. It's what has to be done.
P: They are not viable options unless viewed by responsible people here and
they have not been.
K: That's entirely up to you.
P: In any case, I will get them in channels over here.
K: They weren't out of channels. Nutter and the JCS have always been present.
They are represented by a 3 star admiral or general.
