is peaches and cream.
R: That assumes that in conquering a country xxxxxxxxxxx They had a great
system going for them before. We were careful about bombing. If the take
over Cambodia they will have open sanctuaries. There will be no bombing
restrictions. Psychologically it would give them an advantage.
K: Psychologicall and moving forward is quite an achievement.
R: If you compare that with the present, it would be to their advantage. But
if you take it befor Sihanouk until after they take over, there's a disadvantage.
K: I think they will come out ahead. Their gain may not be so great that we
should not pay the price of trying to stop it. But I do think that would come
peaches and cream
out ahead. It wouldn't be xxxxxx that would have problems.
R: The questi n has to be related to what you are comparing it with.
K:
to the Sihanouk situation.
R: Then no restrictions on our bombing. We arexa very carefuluntil the end.
All bets would be off if they conquered Cambodia. They would have trouble
taking control of it.
K: It's absurd that 100 VN, 18 miles from Penom Penh should throw our people
into a panic. What can you do with a government that can be taken over with
5 thousand.
R: On this Australian thing, how would it work.
K: The Australians would give it as their money.
R: And we would re-pay it?
K: That;s right.
R: That's all right.
K: M view, I agreed to hold it up yesterday when he thought it was being done.
He is SO determined on this -- we should raise your crucial question of what we
want to do. Not one problem at a time and slipping into somehting we don't under-
stand. This money is only a slight psychological boast. We can say we didn't
sand want to be publicly involved and it isn't our money. But where we are going
should not be decided daily on cables. Your man there cannot see the whole
scope.
