    "ocrText": "TELCON\nVice President/Kissinger\n4:40 pm PST 4/20/70\nK: We have been going over and over this statement and I wanted to give you some\nadvance warning. He just finished it. He is going to announce -- instead of\nbeing caught in a time bind he is going to announce a year's time and he will\ndo it over a year and stick to it. He will do the gar greatest part next year.\nVP: How does the ? ? ? ?\nK: He will withdraw this year but fewer than next year.\nVP: Is that over and above what's been done?\nK: Yes.\nVP: How much thus far?\nK: 15. Laird wanted more this year. Our choice was do nothing or this.\nVP: We couldn't avoid that. If it collapses on us, we are finished.\nK: We are not there to fulfill our program but to get out honorably.\nVP: I wish we hadn't gotten into the numbers thing.\nK: They are the affirmation of our principles (?). It's a strong speech.\nVP: We will probably get cut up. The President is saying that in a year\nand if nothing happens they will raise hell.\nK: Would we have been better to do 40 now and 40 next year?\nVP: Our idea was to withdraw\nthousand over the next 5 years. But\ndon't get into this nxxjx number thing. We have to be prepared to be cut heavily.\nK: You think we will?\nVP: That doesn't make any difference. There's no alternative or you give the\ngame away to satisfy the press. You can't keep Goodell under control. Maybe\nI'm unduly pessimistic.\nK: More than if we had announced 40?\nVP: No, about the same. To do what they want we would weaken\nto the point we cannot do. I don't envy you on these decisions. At least you are\nmaking an effort."
