What time Thursday night?
K:
10:00.
R:
Will anybody be there from the Administration? I was
scheduled to be in New York to receive an award. It appears wrong
to do SO. We don't want to appear not to support him. Maybe Mel
and I should be over there.
K:
He is briefing a large number of Congressmen around 9:15.
I can't speak for him, but I think it would be a good idea if you were
there. That sounds very good. I will suggest it when I see him.
I know he will appreciate it. What he is planning to do is brief at
9:15 and then leave at 9:45 to make the speech. He will keep them
there through the speech.
R:
Keep in mind that it might be a good idea. If we are not
around, stories will develop about a split in the Administration.
A few people in State know about it. I had lunch with seven of them
and told them we support the President. We are not going to
comment at all. The Defense Department is leaking like a seive
on this.
K:
On this?
R:
A little bit -- but not the big one. I think it would be a good
idea if Laird and I were there. We don't have to say anything.
K:
I
agree and will urge it on the President tomorrow. Ziegler
announces tomorrow morning, depending on how the Parrot's Beak
thing breaks out of Saigon. I told the President today, for your
information, that Alex and Marshall really were behaving and pulling
for this. He came down to the meeting and thanked them. I think
that is working out okay.
R:
I really think he should get over this feeling that people aren't
behind him. A President, if he wants honest expressions of opinion,
has to encourage them. He shouldn't distrust them if they do give
honest opinions.
K:
The test is, and we haven't flunked it, what happens after a
decision is made. Until a decision is made, everyone must speak
frankly. If there is any penalty, it is unfortunate for the Administration.
