R: I had an idea, and I think it's not bad, in connection with what
you called me about. What about the President calling an emergency joint
seesion of both houses. Put it up to them. Say it endangers the lives of
the Americans there. Ask for their authority.
K: They'd turn him down. He may do something like that but
R: To the people?
K: Yes.
R: You really thank they'd turn him down?
K: Yes.
R: But if they didn't, it would be a tremendous thing with the Soviets
and the Chinese.
K: But we've got to do it the hard way. I'11 put it to him. Your advice
the other day provided the strength to go the reso of the way.
R: I want to help
.
K: You do help. Can you come down Wednesday or thursday?
R: I11 check. It really does endanger the lives of the people.
K: No question. But they might delay it for weeks in hearings. We
need to act now. We've got a weather problem. Anything we're going to do
we've got to do in the next two weeks. We're having people with pangs of
conscience. I've had to fire your man Watts.
R: He's not a strong man. Pangs of conscience? Noce man, but
not tough. Better in the ghetto.
K: I won't let him go until this is over SO we don't get press plays.
But I've taken him out of the action.
R: This separates the men from the boys.
K: Our country is at stake.
R: I'11 keep my mind cooking.
