They were falling all over me. That fellow Arbatov, who is close to Brezhnev said, "What did you think of the Kosygin statement? 11 I said we expected criticism. He said, "We wouldn't break off SALT talks, we if you keep bombing 9 we may have to. " I said we need some serious discussions. The atmosphere was very, very cordial and they wouldn't do that unless they were under instructions. Dobrynin will be back next week. P: When he gets back, let's get going on this track now before it's too late. K: I said you are a great country and what we do in Cambodia has nothing to do with you. It doesn't affect our relationship unless you want it to. They know this is cynical but they understand the message. If they had wanted to show dis- satisfaction, I wouldn't have been invited and they wouldn't have fallen all over me. I think the old game plan can still work quite well. P: We have to play the old game plan. K: When the uproar is over the other side has shot its wad. We will have a rough two or three weeks. Even that channel active later this summer (?). P: That's the channel we will use. K: They wanted reassurance o they were worried. I was friendly and said everything we have said to you still goes. They understand. P: Anybody from State there? K: No one from State. They have now done what they are going to. May say a few things at the UN and Dobrynin may come back with some sort of nasty message. P: We gave them a nasty message on Czechoslovakia. We can expect one on this. That shouldn't allow them to break off relations. K: They wanted reassurance there wouldn't be toughening. When people say we scared Hanoi off negotiations Hanoi started with military right off. The mood there was one to keep relations. I am giving a lunch here for three Soviet characters on Wednesday. During Johnson they never accepted. There was a freeze on this.
