It's loaded with people who think we have no foreign policy objectives until the Russians land north of San Francisco. Wolzer and . Wolzer is extreme left. Are you seeing them? R: Yes. I doubt if there's anything I need to know. K : I will let you know what happens. R : We have the hearing on foreign military sales bill coming up on Monday and withthe Cooper/Church amendment being proposed and I wonered about the views which at this stage. K: What is the Cooper-Church bill? R: It prohibits the use of any funds under this law or any other law for maintaining ground forces in Cambodia and paying the persons in Cambodia who furnishes military instructors to Cambodian forces ? ? ? ? ?? ? ? or (2) ? ? ? ? ? ? (3)? ? (4) supporting any compat forces in the area above Cambodia accept for access into South Vietnam. It wouldn't effect current operations in any way. K: But it would make military assistance to Cambodia out of the question? R : Not materiel assistance. It talks about people who support Cambodian forces or engage in ? ? ? ? It's ambiguous of the kind currently underway. It uses the words "in expending money for maintaining U.S. ground forces." It has no clear cut effective date. I suppose it would be taking effect on enactment. They figure ? ? regular whoch would be after the end of the fiscal year. K: My view is that any Congressional restriction of this sort would be interpreted in a particular way. R: Let's assume that the ambiguity on the use of operations in the future aimed at the could be resolved that it doesn't prevent future operations. In that case it's (priveldge?) would be U.S. forces in support of Cambodian army military operations. It has to beweighed? the undesirablity of tying the President's hands because it announces to Lon No1 and the world that we will not come to the help of his government. In the face of domestic opinion is it better to acquiesce in that we are RNK not going to use U.S. combat forces in support of Lon No1's government. My purpose in calling is getting it focused. K: We will have lunch tomorrow. I will raise this with the President. R: It would be helpful if we could.
