P: I forgot to ask you about that Cooper-Church thing, to be
sure everyone is in line. There is to be no compromise. That's a
false report XNX of Scott claiming the House is going to

K: I talked to Harlow about it and while he prefers a compromise
P: He alwasy wants a compromise. But that would have a bad
affect. Then it looks like the result of the Senate slapping our wrists.
K: He doesn't know what you are planning to do in June. You
want the Senate in a position of responding to you. If they speech "in
concent with the President's declared intent, 11 that's ane thing. If they
do it before that's another.
P: Make sure he has the word. Say there are sensitive deplomatic
reasons for it. I will announce the speech early. I could announce it on
Thursday of next week to do the following Thursday.
K: So sitewitk we will have had to stagger through four days, which
we can do. No problem.
P: Another thing. I was heartened by the meeting today in terms
of the Rogers thing. Schultz and others were saying that there was a
credibility gap
But Rogers, who's the most sensitive, said it's
not true.
K: Schultz has been agonizing about it for a year. He's too sensitive.
Rogers is very sensitive to the situation.
P: He's sensitive to those hard hats.
K: I've sent Bill your plan, an extension of your order to Laird.
P: I wanted to be sure they thought they were determining it.
This meeting they thought they were deciding the whole thing.
K: Good. Actually Bill agrees on the bombing, which surprised
me. It was Laird who disagreed.
P: Yes. He also agreed with letting the ARVN run loose. And
that's exactly the right line. If they should take Sihanoukville, then we will
let the ARVN do the mining.
