R: On the decision by the President about Bruce in regard to the
Wednesday or Thursday meeting--I haven t sent him that telegram yet.
I'm not SO sure we should tell him that he shouldn't atten.
K: No, he shouldn't attend unless Xuan Thuy is there.
R: I think it best to get his views rather than telling him. If we
treat him like an errand boy, he'll quit.
K: I think you are right.
R: We111 tell him these are the President's views and see what he thinks.
K: Okay. I think that is a good idea. Another thing: On the putting
military assistants in the Foreign Affairs Committee on the Aid message.
I agree with you, but the President decided the other way. I have held up
on it SO you can do one of two things: either come over the talk to him or
we can get it drafted and send it over to you for comment.
R: I think I better come over. My feeling is the Congress won't accept it.
K: My first reaction was like his. But the move I thought about it
thatxxx the more I came to your conclusion. You are right that Morgan won't
accept it.
R: The problem is that we can't control which committee this request
will go to.
K: No, everyone who has looked at this agrees that you are right. Do
you think we can get away with saying nothing about security assistance?
R: Sure.
K: That I think the President would accept.
R: You mean not have any reference to it in the message?
K: Yes, which would leave it as it is. Everything except Southeast
Asia would go to the Foreigg Affairs Committee and that would go to the
Armed Serviees Committee until it is over and then it would go back to the
Foreign Affairs Committee.
R: I think it will raise some questions, but it would give us time.
