K: It was good you pulled out of there. He doesn't want to do it without provocation but if the casualties go above 100 -- L: What if we don't get provocation? I don't mind going north. K: Better get ofer 100. If there's provocation, we had better go up north. L: I have tried but can't get anything. K: I need contingency planning. Could we do it over here? L: Sure. I will keep the DMZ in the background here. Also a strike on one of the bases. We can go in a hurry. K: Let's keep that until something comes up. L: You don't want to do it near his speech. K: Before Sept. 1 or after the election. L: I think SO. It may be better after the election. Let's see how it goes. We have some things on the burner. I was giving a briefing in the House last Friday morning and there's a lot of discontent developing over the fact that they think military plans are in good shape in Indochina but they are worried about the economic thing. K: We have to get to that. We are going to get a paper out this week on the devaluation. L: You have our paper. That's a good paper. If we fall on our faceson other areas than military -- K: The President sent a paper to Bill Rogers setting up a group on S. E. A. strategy. You are right. You have called that shot all along.
