I'm terribly sorry to call you back so late.
J:
You have many reasons for not calling back.
K:
I was told that David Young had talked to you and his passing
on of your concern of Bunche's successor was all you wanted. I
hadn't understood. I would always call you back.
J:
There are several things (1) nobody knows how soon the
need may arise and obviously one doesn't like to talk about it.
It
makes it difficult for Ralph. It seems to me it's terribly important
that the U. S. be prepared quickly to put someone in or suggest or
endorse someone who can go to the 38th floor and will be accepted.
It would be a great mistake to let that go vacant or to not fill it with
a first-class person. We should be prepared to move instantaneously.
People whom I see often are deeply concerned. People read things
to RJB. It's very serious. I talked to Charlie and DePalma. DePalma
said by all means call Henry. The person who seems to be perfect
for the job and for whom everybody has the highest regard is Bill
Buffum, who has just gone to Lebanon. He has the qualities. One
of the things about Ralph is he's tough with everybody; he is willing
to stand up and talk to the US and other governments. He is respected
by everybody including our friends east of the Oder-Neisse line.
Most people would agree that Bill Buffum has the knowledge and
qualities. He would be more than acceptable across the street from
here.
K:
Better than Charlie Yost?
J:
Charlie has not quite the same qualities or toughness as Bill.
When you asked me about Charlie Yost two years ago -- I haven't
changed my view.
K:
These two recommendations are not mutually exclusive.
J:
I have talked to people and I don't know anybody as good as
Bill. I know Sam would agree with this and Charlie also. People
whom I respect and count on across the street would agree.
K:
I appreciate this very much.
