McGeo. Bundy/Kissinger 11:41 a. m. 3/2/71 -2- K: It would get me into trouble with the State Dept. B: Any chance that 2 or 3 of you could meet with the Senate Foreign Relations? K: The Secy. of State and I? B: And Laird and Connally and Peterson. It's not a good idea but I don't think a meeting with committees -- there will be a shower of arrows from the wigwam on foggy bottom. They need people who have sensitivity to answer the questions. If the President said to Rogers take my statement and go f orward and sell it on the Hill. K: He will be more eager to defend his own. But between you and me it's just a recital. Not much analysis. It's good but what you would expect a country director to produce, country by country. It's not bad but not conceptual. B: The President could say take up the supplementary document with my document. K: I am strongly in XXX favor of that. B: If you could do it before Scotty writes. K: I can't do it. B: That makes it worse. K: And then I would have to do it on everything. B: I agree. K: Let me talk with the President about this. I think this is very helpful. B: In passing I might say that Scotty went out of his way that this was not a case of Svengali or Rasputin. He knew you were doing what the President wanted done but worried about Congress getting a sense of the dialogue. I said this was always a problem. K: I appreciate this. Hope to see you soon.
