IxHaig told you we xxxxxt a very sharp note to Mrs. Gandhi yesterday and
another to Kosygin. Strictly for your information we are holding up adminstra-
tively any new aid.
R: You said some thing new this morning that hasn't come out.
K: It's easy for newspapers to say some thing but if we take a falst step they
will jump on us. We want to prove we have done everything and it will be done
Monday or Tues. If she rejects it -- but this has to be in response to provo-
cation and not fofrce the case.
R: Strongly for us will we have the situation. We will depend on you. The worl
has to know.
K: If it goes to the Security Council we will make a speech condemning military
action. I don't know if I will be back on Monday or Wed. But it's not good for
you to come out.
R: I will go on Monday to State SO they will not feel left out.
K: But report to Haig and don't move until Haig tells you. Our man on the
World Bank will give a sharp speech. Tues. at 11:30. I wou. d appreciate it
if you would keep your friends in NY informed of our actions and toughening
information along the lines I told you.
R: The Chinese have told us that they support us. They say why go to us.
Go to your friends in Washington. They will come out very strongly. Very
