K: It's a problem of getting discipline established.
R: Telegram today says Pakistan announced today that 5 attacks have been
repulsed. (mentions 5 areas.)
K: At any rate they understand your conversations with me and that's major.
They know action will take place.
R: Indira Gandhi flew today to Ragistra (?) to address the troops close to the
Pakistani border. Tomorrow to Punjab. Next week

K: I think your President and Foreign secretary should consider whether you
shouldn't take it to the Security Council.
