Have you been focusing on that?\nK:\nI haven't focused on it, no.\nS:\nThere is a possible proposal for a supplemental to the '72 budget\nof about $650 million.\nK:\nYes, I know.\nS:\nAnd the '73 budget of almost $2 billion. The total coming to about\n$2. 6. As I understand it technically they could probably get\nthrough Fiscal '72 although they've exercised a lot of their transfer\nauthority and so on nevertheless they probably could make it. If\nwe have an assumption of a September 30 continuance of the present\nlevel of activity then they certainly would have to get a much greater\nre-programming authority or a higher total of men for the Fiscal\n'73 budget although that might very well be something that could be\ndone when the budget is set up next January. In other words I think\nthat while one can argue I think there are good grounds for arguing\nfor going ahead now or for going ahead after the President returns\nfrom Russia. It isn't absolutely necessary to do that. But I don't\nknow how you are conceiving of this and I wanted\nK:\nI would say not to go ahead now and prefer to wait until the President\ncomes back from Moscow at the earliest.\nS:\nThat would be my very, very strong preference. One thing we are\nthey are probably going to veto a black lung bill - a bill\nproviding for compensation for people who get black lung disease\nin the coal mines this week and I think the juxtaposition would be very\nbad. But anyway, go ahead.\nK:\nI told Laird this morning that I didn't want to have it surfaced this\nweek which was what he wanted.\nS:\nOK."
