Hello.
S:
Hi, Henry. I ha ve been working on the questions of the so-called
supplemental for Defense. Have you been focusing on that?
K:
I haven't focused on it, no.
S:
There is a possible proposal for a supplemental to the '72 budget
of about $650 million.
K:
Yes, I know.
S:
And the '73 budget of almost $2 billion. The total coming to about
$2. 6. As I understand it technically they could probably get
through Fiscal '72 although they've exercised a lot of their transfer
authority and so on nevertheless they probably could make it. If
we have an assumption of a September 30 continuance of the present
level of activity then they certainly would have to get a much greater
re-programming authority or a higher total of men for the Fiscal
'73 budget although that might very well be something that could be
done when the budget is set up next January. In other words I think
that while one can argue I think there are good grounds for arguing
for going ahead now or for going ahead after the President returns
from Russia. It isn't absolutely necessary to do that. But I don't
know how you are conceiving of this and I wanted
K:
I would say not to go ahead now and prefer to wait until the President
comes back from Moscow at the earliest.
S:
That would be my very, very strong preference. One thing we are
they are probably going to veto a black lung bill - a bill
providing for compensation for people who get black lung disease
in the coal mines this week and I think the juxtaposition would be very
bad. But anyway, go ahead.
K:
I told Laird this morning that I didn't want to have it surfaced this
week which was what he wanted.
S:
