I think the reason the primary focus was that was that because it was
John Hannah's focus as of--you know these are delays of signals in the
bureaucracy--three weeks ago, that was the natural signal for him to
be carrying. What you are saying is that the general aid problem may
have to be faced first and separately, right?

That could easily be the case. I must say this is the first year we haven't
been able to buy Passman off by doing something for his constituency
