Page 3 MB: I think the reason the primary focus was that was that because it was John Hannah's focus as of--you know these are delays of signals in the bureaucracy--three weeks ago, that was the natural signal for him to be carrying. What you are saying is that the general aid problem may have to be faced first and separately, right? HK: That could easily be the case. I must say this is the first year we haven't been able to buy Passman off by doing something for his constituency MB: You have not be able to? HK: Well, we will eventually, but his price is going much higher. MB: He's like the Arabs--And you have that problem too, haven't you. Energy policy between now and - - HK: That's right. MB: I think Jim may decide not to be the busybody in this -- HK: Really, I think it would be better to have a spokesman who would be available within that time frame. MB: Let me find out--perhaps Rockefeller who really would carry it. HK I think it would be very helpful. MB: David's connections good, as far as you understand them with the manage ment. HK: Oh yes, much betterthan Jims. MB: XI Jim thought that too. HK: Jim won't hostility, but he'll certainly meet indifference. MB: Whereas David would meet receptivity. HK: Mild receptivity. MB: Who would be better? HK: Nobody I can think of -David - would be fine. MB: All right very fine. I'm sorry- HK: No, I'm working here, but much less than this day in day out stuff as in Washington. Hope to see you soon.
