Any effort that includes the U.S. would be so vague as to be meaningless, they say, while they themselves could have a very interesting bilateral I'm very interested in what they mean about our participation would make it meaningless. S: They have been saying that for some time. K: My point is S: I understand what you're saying. K: It's not a friendly note. To do that without consultation with us S: They want to do it as the nine. K: They are deliberately undercutting us in an effort to set up with the Russians in the Middle East and trying to get themselves involved. S: That can be pretty quickly turned off by the Israelis can't it. K: Yah. S: My point is that there are benefits we would be losing. K: If George Shultz were more disciplined he could say I can't say anything because you guys are so bloody minded. S: Essentially not in our interests. There's a meeting in January. This is what we are preparing for. Flexible systems are what we have been working for essentially and what we want, and therefore something general is in our interests, we may have to sacrifice. What do you think, I mean in the light of all the additional information S: We have got to measure the benefits what we get out of it without Europeans. My feeling we should or at least postpone
