H:
Mr. Secretary, I was trying to get you yesterday on your
upcoming visit to the Soviet Union. I talked to Dobrynin in Henry's
absence, and he is anxious to move on this.
S:
Me, too, because of the weather si tuation.
H:
Henry asked me yesterday to tell you to call Dobrynin
sometime today. He is receptive and ready -- it's a question of
launching this ship. We have Sonnenfeldt who -- once you have talked
to Dobrynin can help you a great deal on the modalities.
S:
Will he go on the trip [President's] ?
H:
Yes. He is very good and very capable. But I would like to
confirm that Henry has actually told Dobrynin that you would be
calling.
S:
There must be something going on. I got a cable through the
State Department from Moscow that 'Secretary Stans is contemplating
a visit to Moscow, so it's all through the State and Commerce
Departments today.
H:
We will move today, and I will call you right after lunch to
tell you whether you are clear to call Dobryhin.
S:
I would like to see Dobrynin today or tomorrow to make
arrangements and confirm the date.
H:
We don't want to get the Department into it until you are
comfortable with your arrangements.
