TELECON Ambassador Dobrynin/General Haig 11:10 a. m. , April 14, 1972 H: Mr. Ambassador, I did get through to Henry. They are in a series of meetings up there. I got the announcement held up and they will be considering it. D: They will give it today or tomorrow an answer? H: There will be an answer very quickly. D: Then probably today. H: When I talked to Henry, he was with the President. The President asked me to convey to you a concern he has which he hopes you can pass on to the Secretary General. The demonstrations which are ;occurring in the Soviet Union are very difficult matter. D: What demonstrations? About Vietnam? H: I will try to get more of the facts. He said they are a source of great concern to him, and he views them with extreme XXXIX gravity. They cannot help but complicate the matter. He did want his view conveyed to the Secretary General. D: Do you have any more information? I do not have any information. Is it from your Embassy? H: I will have to get more information for you. It was also carried in the press ;in Canada, and they may have more information. D: I will pass the message on. I didn't know anything about it. It must be from your Embassy there X or here. I will send the message you gave me. H: I will call you right back. I will check on the precise source of this. 11:15 a. m. April 14, 1972 H: Mr. Ambassador, I have this reference on the reported demonstrations in the Soviet Union. UPI 45 describes workers' demonstrations -- placards are being carried. D: Thank you. I will look at it. I will get it immediately.
