General Haig/Mr. Kissinger
March 20, 1971
H:
I'm getting an update right here as to how that worked out.
K:
Are they being badly chewed up?
H:
No --
K:
I mean are they preserving their combat effectiveness?
H:
Yes, yes, all but the one, that one did not. Everybody else has
come out in good shape.
K:
Yeah. Okay.
H:
And there is no problem with the leadership, he's very good but
very realistic.
K:
Well, A1, you know who all is coming out of the woodwork here so
there is no sense kidding anybody.
H:
I know, but there is no sense in my kidding you either and I just
wouldn't do it.
K:
No, but if they had told us a week ago, we could have positioned it.
H:
Yeah, you know I don't think that your instincts were wrong from the
day one or mine. It is not going to be a long-term problem that I
can assure you.
K:
What isn't.
H:
As far as the realities there are concerned.
K:
How do you mean?
H:
Well, these people benefited immeasurably by this.
K:
I don't doubt that, but we are having a hell of a mess here. I have
no doubt that the overall impact of this is tremendously profited.
H:
That is absolutely true.
K:
The problem is how we are going to get through the next two weeks
without everyone panicking.
