K: No, no, we should do it at the Pentagon. P: Not at the White House, none of these things, none of this like the President is trying to -- let the Pentagon do it. And let Laird do his little deal, or Laird or Moorer -- Moorer is better. K: Well, they can both do it. P: Right, but they wait till I speak and then go on from there. K: Right, Mr. President. P: But I think if nothing else -- but Bunker wasn't -- K: Bunker was chipper. P: What about this -- You see what I'm concerned about is this -- much deeper than the effect on this country is whether or net this kind of story which of course is carried in South Vietnam has an affect on the South Vietnamese population on the South Vietnamese Armed Forces on their own you know have you adequately gone into that? That's terribly important -- that's the most important thing. K: Well in the cable that Bunker sent me this morning of which I will send you a copy tomorrow morning, he speaks of that and at that point he said that the Laos operation strengthened you with his public and gave the Vietnamese Army confidence. P: Well, that was before Henry -- 48 hours before the story began to come out saying that they were retreating.
