TP-17 - 6 - SECRET and achievement of satisfactory financial arrangements for the maintenance of U.S. forces in Europe. France and Europe The Italians will: -- recall their strong commitment to European integration. -- voice their concern about de Gaulle's policies, and inquire about your intentions with respect to France. You should: -- note our support for progress toward European integration. -- point out that we will not, however, lecture the Europeans concerning their interests. -- emphasize your desire to do whatever can reasonably be done to improve relations with France, though not at the expense of the interests of other members of the alliance. China The Italians will: -- try to avoid getting into extended discussions on their decision to recognize China, but -- make an effort to explain the internal Italian political factors that led to their decision. -- ask your assessment of the situation in China and your intentions with regard to discussions with China. You should: -- avoid reiterating points we have already made to the Italians regarding the potentially adverse consequences for the Government of the Republic of China of Italian recognition, but
