MEMORANDUM THE WHITE HOUSE WASHINGTON CONFIDENTIAL ACTION March 25, 1969 MEMORANDUM FOR MR. KISSINGER FROM: Helmut Sonnenfeldt SUBJECT: Request that the President Receive the Spanish Foreign Minister In a memorandum dated March 24 (Tab A) Secretary Rogers recommended that the President receive Spanish Foreign Minister Castiella for a brief courtesy call on Wednesday, March 26. During the first session of the base negotiations today, however, the Spanish proved to be more difficult than had been anticipated. In his call on Secretary Rogers this morning, Castiella announced that he thought there was no chance that agreement could be reached prior to the March 26 deadline and he there- fore proposed formal extension of the grace period for four months to complete the negotiations. In the ensuing talks (Castiella withdrew after seeing Rogers), Alex Johnson and George Landau attempted to convince the Spanish that they would have nothing to gain from a delay of four months. With mounting press and Congressional criticism of our entire military relationship with Spain, the chances for renewal of the Defense Agreement on advantageous terms are better now than they will be in the future. The question of an extension is still pending. In view of the unsettled atmosphere of the talks, Secretary Rogers has re- considered his recommendation of yesterday and (by telephone through the State Secretariat) has requested that the President postpone receiving Castiella until the renewal is signed or there are clear indications that it is about to be signed imminently. I have prepared a memorandum for the President describing this situation (Tab B). RECOMMENDATION: That you sign the memorandum at Tab B. CONFIDENTIAL
