Would you please send the following message to Mr. John P.
Fitzpatrick, Vice President, Gulf Oil Company - Eastern
Hemisphere, Av. del Generalisimo, 67, Madrid 16, Spain :
"Dear Mr. Fitzpatrick:
"Bud Wilkinson has brought your letter of January 28 to
my attention and asked my assistance in arranging an appoint-
ment for you in Washington to discuss the Spanish base negotia-
tions issue.
"The President is most anxious to hear about your discus-
sions with Admiral Carrero on this subject, but deeply regrets
that his schedule is such that he cannot personally receive you.
He has requested me to arrange a meeting for you with Assistant
Secretary of State for European Affairs, John Leddy.
"The Assistant Secretary's calendar for the week of
February 17-21 is relatively open, and he would be most pleased
to see you during that period. Mr. George Landau, Country
Director for Spain and Portugal, will be writing you directly to
provide a precise date and time for the meeting.
Sincerely,
Henry A. Kissinger"
Please provide copies to Mr. Leddy, Mr. Landau and Mr. Robert
Homme. (Incoming attached)
