Melvin Conant is a logical candidate for the position
of Assistant Secretary for European Affairs in the Department
of State.
His experience as Political Advisor and Government
Relations Counsellor for Europe and the Far East, Standard 011
Company of New Jersey, has been far-reaching. He knows the
name of the game and the players as well. He is highly regarded
in Europe and in this country.
He is a member of the Council on Foreign Relations,
and is also a member of the State Department Advisory Panel
on European Affairs. He has been a professor at the National War
College, and is also a member of the Institute for Strategic
Studies in London. He has also published in the field.
Important here is that he has been closely associated
with NATO affairs. Moreover, he personally knows many high-ranking
European government officials.
Conant has been of great help in the foreign policy field
during the campaign. I often called upon him for assistance.
He comes highly recommended by Bill Kintner of the University
of Pennsylvania, an RN advisor of long standing.
I add my own strong recommendation. He would be a faithful
and imagmmative team-player in the Nixon Administration.

In 1951 began an extended tour of the Philippines,
Hong Kong, Indonesia, Malaya, Thailand and Burma; Pakistan,
India and Ceylon to analyze Communist penctration in certain
groups. At the conclusion of the trip recommended counter-
action and helped initiate it. Subsequent visits in the
intervening years for other purposes have included Japan.
Attended conferences on Far Eastern affairs beginning 1947
to the present.

From 1951-1955 was Executive Director of the Pacific
and Asian Affairs Council, Hawaii: Responsible for opera-
tions of office and for the briefing of businessmen with
interests in Southeast Asia and Japan. Appointed by the
Territorial Governor a founding member of the Board and
Executive Committee of the International Cooperation
Center -- forerunner of the present East-West Center for the
training of Asians.
Advised elements of U.S. Air Force and U.S. Navy on political
developments in Asia likely to affect operations and planning.
Member of the National Security Forum, Air War College.
Completed reports on Soviet diplomacy and tactics in Asia at
the request of U.S. Air University (long-range planning
section of the Air War College).

From 1953 to 1955 was a "go-between" for several Chinese
banks and firms and leading "Western" banks and utilities
in Hawaii. These wished to break down the racial lines
drawn between races and for two years assisted in the
Bensitive discussions as a person with close friends in
the racial communities involved.
Research Secretary of the Honolulu Chamber of Commerce's
Economic Development Committee and member of the Governor's
Committee to work with the Stanford Research Institute on
economic problems of the Territory.

Invited to join the Council on Foreign Relations
(1955) as a Council member and on the executive staff respon-
sible for the programs involving over one hundred private
meetings held annually with foreign diplomats, journalists
and politicians.
Responsible for organizing Council discussions on
Security Systems in the Western Pacific and U.S. Strategic
Bases Overseas and, as a consequence, was invited to the
Weapons System Evaluation Group of the Department of Defense.
Later, was responsible for initiating two other Council
series on Military Strategy and U.S. Policy and Political
and Strategic Problems of Deterrence.
In 1959 began a study of the political and military
effects of special weapons on U.S. allies in Europe and on
the Asian perimeter. Subsequently visited some of these
allied countries to appraise defense problems in the light
of Soviet military capabilities. Lectures annually at
the Royal Canadian Air Force College and various U.S. military
colleges.

Invited to join the faculty of the National War
College, 1960-1961, as Professor of International Security
Affairs. Responsible for the research programs on national
security, policy problems (methods of analysis, presentation
of argument, etc.) participated in by each class member.
Assisted in the analysis of current security issues.
Lectured on U.S. Defense relations with Canada and on India
and Pakistan (in the latter cases analyzing the internal
political factors affecting foreign policy objectives.)
Faculty member assisting in course of War College visit to
West and East Europe (Warsaw and Belgrade).

(Summer and Fall 1961) Completed study for the
Council on Foreign Relations. Subject: Strategic
Defense of North America; a case study of the political
effects in Canada of changing military requirements of
special weapons. The study was published in the late
Spring, 1962, as The Long Polar Watch.

Dear Mr. Olds:
Permit me to identify myself as the recently retired Dean
of the University of Virginia Law School and a former President
of the American Society of International Law. I have also served
the government in a number of consulting and other capacities.
It is my understanding that John R. Stevenson, of Sullivan
& Cromwell is under consideration for a possible position of re-
sponsibility with the Department of State. My unsolicited opinion
touching his ability and character may be summed up in four words.
He is absolutely topflight.
I have known him for a number of years and have worked with
him from time to time. I am also familiar with the reputation he
enjoys both at the bar and in the academic community. I can as-
sure you that his appointment would be very warmly received by all
who have come within the circle of his influence and I would as-
sume also, by all who know him by reputation. Indeed I can think
of no one who better commands as much respect from both sides of
our profession--a respect born of an awareness of his personal
qualities, his intellectual capacities and his balanced views on
the problems confronting the nation.
I am positive his appointment would be in the national in-
terest and would reflect great credit on President-elect Nixon.
I have written in generalities only because I assume the
details of his record are already available. If, however, I can
supply any desired information please do not hesitate to command
me. May I repeat that Jack is absolutely topflight and may I add
that his wife is endowed with intelligence, beauty and charm. The
President-elect could not do better.

II. Frederick Nolting
Mr. Nolting's record is an outstanding one, and while I
have not corresponded with him since the election, I feel
sure that he would consider an appointment to an appropriate
position in the State Department under the new administration.
He also is well known to Mr. Robertson in Richmond, and I am
certain to Mr. Murphy. It is interesting that during the period
of his service as Ambassador to South Viet Nam, the fortunes of
that country and the United States were substantially better
than they have been at any time since. He was an impartial but
emphatic supporter of President Diem, because he realized that
this man had the widest support of any politician in South
Viet Nam, and the unhappy events since Diem's murder at the
instigation of certain liberal groups in our State Department
and CIA in 1963, have abundantly proven the soundness of his
views.
Mr. Nolting is also well acquainted with European affairs
through his years in various responsible positions with our
NATO Mission in Paris and through his present executive assign-
ment with the Morgan Guaranty Bank. He again is a scholarly
but realistic advocate of a positive American policy with our
own national interests as the most important determining factor.
III. Lewis F. Powell, Jr.
As a possibility for Attorney-General, Lewis Powell is an
extremely able and practical man who has given very generously
of his time and talents to public service, but who is also a
leading corporate lawyer. It was he who was the principal
architect of what has been called the financial coup of the
1960's when the comparatively small, little known Albemarle
Paper Company of Richmond in 1962 took over the giant Ethyl
Corporation that had been formerly owned by Standard Oil of
New Jersey and General Motors. His eminence as a lawyer is
seen in his Presidency of the American Bar Association and as
a member of the present Virginia Constitutional Commission,
Chairman of the Richmond City Charter Commission in 1948, and
many other notable assignments.
Mr. Powell's name was brought up by George Champion,
formerly Chairman of the Chase-Manhattan Bank, who discussed
his availability with Archie Davis during the week of the
election. I do not know whether Lewis Powell would accept
appointment as Attorney-General, but if it were tendered and
he were willing, he would fill this important position with
distinction and with great benefit to our whole country.

Dear Bryce:
Congratulations on your appointment as Congressional Liaison for
the White House. I know it will be a popular appointment here on the hill,
and, like my colleagues, I lock forward to working with you at this time of
hope for the country.
I think most of us applaud the President-Elect's decision to shake
up the State Department to some extent. Although I have a high opinion of
the caliber of most of the Foreign Service, I do not see how the country could
fail to benefit from a questioning of our foreign policy premises and the
bringing in of new people with new ideas for solution of our long-standing
problems.
While saying this, there are two Assistant Secretaries of State for
whom I have a very high opinion and who I hope Mr. Nixon will retain in one
important capacity or another. The first is obviously Bill Macomber. Bill
has been an extremely popular Assistant Secretary for Congressional Relations,
and the members of both parties on the hill will applaud his retention in a
key position. A Republican himself, he still retains great feeling for the
memory of Dulles, and yet he has conducted himself in such a way in the past
four years that at times I thought he was almost the only asset the State
Department had in the eyes of Congress.
The second man who has impressed me favorable is Parker Hart, Assistant
Secretary for Mid-Eastern Affairs, a career man who was formerly Ambassador to
Turkey and, before that, Ambassador to Saudi Arabia. He impresses me as a solid
citizen and a man with an excellent grasp of his area of competence 1 do not
know anything about his politics, but I suspect it is not an important element in
his makeup, since he is best known as a middle Eastern specialist.

Bowling is an excellent hard-nosed senior Career
Foreign Service Officer now serving as Program Director of
the Foreign Service Institute. He was a keen Nixon supporter
and nearly came to grief because of his superior's knowledge
of it.
His post before coming to the Foreign Service Insti-
tute was a key position in the U.S. Consulate in Karachi
(I believe Counsul General).
He combines a long range experience in American diplomacy
and foreign policy with an unusual grasp of academic developments
and literature in the social sciences, especially in the field of
foreign affairs. He has an extremly wide acquaintance among the
Diplomatic Community. He is very close to the top as far as rank
is concerned. He might very well fit in the National Security
Staff for the man following up outside research.
