chairman of the Post Office and Civil Service Committee, I

the postal service.
I have read the Kappel Report and doubt very much
that Congress will approve it in its entirety, but I do believe
there are several suggestions in it that President Nixon
should incorporate in his message to Congress. Mr. Kappel
conferred with me on several occasions during the writing
of the report.
I have one suggestion I think we must keep in mind
and that is the importance of working with representatives
of the Labor Organizations for the Post Office employees. I
have had excellent contacts with them during my many years
of service. They have already discussed with me some
proposed changes. The country is ready for some improve-
ments in the postal operations and recommendations by
President Nixon will be well received.

Dear Mr. Harlow:
Previously, I sent in a list of people in Kentucky
who have worked actively for the nomination and election
of President Nixon.
High on the list was the name of County Attorney
C. Denney, of Monticello, Kentucky, who was County
Campaign Chairman for the President. The invitation was
not forthcoming from the National or State level.
I earnestly ask that this active, intelligent and
loyal Republican be sent an invitation to the Inauguration.
Mr. Denney, in a recent letter to me, pointed out the
fact that even though he strongly supported Presidential

I want to compliment you on the appointment of Mr. Daniel
Patrick Moynihan as your Special Assistant for Urban Affairs.
Recently, I read an editorial on his forthcoming book in
which he mentions that the Community Action Programs attempt to
politicize the poor. Since I have twenty-two counties in the
Appalachian Area, I know that this is true. I.know further that
these so-called social reformers whothave been sent into Eastern
Kentucky have caused turmoil, trouble and strife. The report of
an investigation which GAO conducted for me showed that very little
of the millions spent in Eastern Kentucky filtered down to benefit
the poor. Further, studies by a Task Force at the University of
Kentucky have shown even less benefit to the poor. It is my feeling
that jobs for the people of this area, productive jobs, would do more
than anything else to benefit the poor. I feel that your appointee,
Mr. Moynihan, has a keen insight into the problems of the poor and I
look forward to working with him.
I feel that the Community Action Programs in Eastern Kentucky
are failures.
