made arrangements for approximately 1,000 people from my Congressional
District to come to Washington for the day. In the evening, we will
have a reception and banquet at the Mayflower Hotel. The reception
will be held in the Promenade and in the Chinese Room starting at
6:30 PM, and the banquet will be held in the Grand Ballroom and will
start at 7:15 PM.
You may recall in January 1967, when I had a similar banquet at
the Mayflower Hotel, you were gracious enough to come down from your
suite and address the crowd late in the evening. I appreciated that
gesture very much and I assure you that all of the people there, ap-
proximately 1,000 were very much impressed and were unanimous in their
opinion that your presence was the highlight of the evening. If it

Many thanks for inviting Jerry Ford and me to lunch last Saturday in
Palm Springs. It was very thoughtful and appreciated, I assure you.
I appreciate your not wanting to be boxed in with regard to the Chair-
manship of the National Committee. I do think you are facing a possible
confrontation with the Governors, State Chairmen and many others who feel
as Jerry Ford and I do that Ray Bliss has done an exceptionally good job in
rebuilding the Party organization after the debacle of 1964.
Nearly everyone recognizes that it is your prerogative as President to
choose your own Chairman. I would only suggest that you might convince Ray
to be Executive Director under an attractive spokesman-type Chairman. This
would let Ray Bliss do the organizing work and the "nuts and bolts" while the
Chairman became the spokesman and nut-cutter for the Committee. This is
the way our Congressional Committee operates with me as Chairman and Lee
Potter as paid Executive Director. Don't know whether Ray could be convinced,
but maybe a pay raise would do it.
As a member of the Armed Services Committee for sixteen years, I want
you to know I regard it as a stroke of genuis on your part to get Mel Laird as
Secretary of Defense. He really knows how the Pentagon operates and is a
strong man who will not let the military or the system dominate him. I predict
he will do a great job and I commend you for this choice as well as those of
your other Cabinet members.
You are really off to a great start, and all of us here wish you well. No
need to acknowledge this letter. I just wanted you to have my thoughts on these
two matters.

I have now set up shop in the Transition headquarters, Federal
Building #7, corner of 17th and H Streets, N. W., Washington, D.C.
While it will be necessary for me to divide my time between the
Capital and New York until January 20, my associates -- Ken BeLieu
and Bill Timmons, both "Deputy Assistants for Congressional Rela-
tions" -- will operate from the temporary Washington office. Ken
will be concentrating on Senate matters, and Bill on House matters.
Please call on them if they can be helpful in any way during this
governmental hiatus.
