THE WHITE HOUSE WASHINGTON February 10, 1972 THE PRESIDENT HAS SEEN MEMORANDUM FOR THE PRESIDENT INFORMATION FROM: DONALD RUMSFELD SUBJECT: Lou Harris Discussion at Price Commission At Jack Grayson's request, Lou Harris presented his findings on the economy and the control system to the Price Commission on February 8. The major points of his discussion were as follows: Confidence in the economy is still positive. - 47% think that prices are rising more rapidly than before, down from 73% last July - 43% think unemployment is rising, down from 70% last July - 49% think we are in a recession, down from 65% in July - 43 - 32% feel the President's policies will keep inflation in check Confidence in the control system is eroding. - 45% think that proper controls are being kept on wages and prices, 50% do not. In November, the rating on the same question was reversed: 50% positive to 46% negative. 59 - 17% think the price guideline of 2.5% is fair and reasonable; 54 - 23% - think the pay guideline of 5.5% is fair and reasonable. Yet, 56 - 29% do not think the Price Commission is doing a good job (72 - 10% approved of its creation in November) 56 - 30% do not think the Pay Board is doing a good Job (61 - 16% approved of its creation in November).
