PHW THE WHITE HOUSE ACTION WASHINGTON June 11, 1973 MEMORANDUM FOR: THE PRESIDENT FROM: KEN COLE SUBJECT: Public Broadcasting Attached at Tab A is a memorandum in which Tom Whitehead recommends that we work out a compromise for a two-year public broadcasting authorization at a moderate funding level rather than vetoing the two-year authorization as we did last year. Currently, the Corporation for Public Broadcasting (CPB) receives $35 million based on an FY 1973 continuing author- ization. A bill has passed the Senate providing a two-year $140 million authorization. House hearings on this bill, and the Administration's proposed one-year authorization at $45 million, begin June 11. During the past four months there has been a great deal of controversy in public broadcasting, including the resigna- tion of the CPB Chairman, Tom Curtis, who charged that the Administration attempted to influence the Corporation to preclude funding of news and public affairs programs. Sub- sequently, in a display of independence, CPB reached a compro- mise with the Public Broadcasting Service (PBS, the station organization that operates the network), in which the two parties established procedures for the broadcast of public affairs programs. Key elements of the compromise give CPB a direct voice in determining the funding and scheduling of programs, rather than leaving the choice entirely to PBS. Moreover, questions of balance and objectivity will be deter- mined jointly by CPB and PBS directors prior to airing. The compromise would establish a system of checks and balances between the boards of the 230 local stations, and the cen- tralized program staffs of CPB and PBS, and the CPB board. Tom Whitehead believes that this compromise is a step in the right direction. He recommends that we accept a two-year authorization, but at a lower funding level, and build on the present CPB/PBS compromise to achieve a broader legisla- tive consensus in which we offer a longer-range authorization
