Appeal from Secretary Morton on 1975 Budget
Secretary Morton has appealed for reconsideration of your 1975
budget decision on the Land and Water Conservation Fund. His
letter is attached at Tab A. The summary issue paper on which
your previous decision was based is at Tab B.
Background
The Land and Water Conservation Fund is the primary Federal
vehicle for purchase by both States and the Federal Government
of land for parks, recreation and environmental preservation.
Your previous decision provided: a $300 million program
($269 million appropriations, $31 million prior-year funds); 2/3
of the program for matching grants to States and 1/3 of the program
for Federal use; and, a $40 million reduction in outlays (for 1974-
1975) below the Interior request. The Secretary's request includes
a $313 million program for 1975, an $18 million increase in the
1974 program as a result of reducing the prior-year funds available
for 1975, and 60% of the appropriation for matching grants to States
and 40% for Federal use.
Conservation groups attach a great deal of symbolism to the concept
of "full funding, 11 and will lobby in Congress for appropriation of
$300 million. They also support use of 40% of the appropriation for
Federal land purchases because their primary interest is in the
large areas typically purchased by the Federal Government for
environmental preservation and low-density outdoor recreation use.
State governments tend to place less emphasis on the symbolism of
full funding and support a 66% share of the total fund for the State
matching grants.
