SUGGESTED REMARKS FOR VISIT TO
DEPARTMENT OF AGRICULTURE
I have said that I want a Secretary of Agriculture who will
speak to the President for the farmers. In Cliff Hardin we have
the man with the background, the concern and the ability to do just
that.
In a recent memorandum -- sent to all of you in this
Department -- Secretary Hardin said that his goal and yours would
be "to improve the position of the agricultural producer and his
business neighbors in rural America and to wipe out hunger and
improve the nutritional standards of our nation. 11 I like what he
said and I want you to know that the goals he has set are those which
can be reached if we do two things: we must lead and we must also
heed -- heed the people, the farmers, for it is only through listening
to them that we can know the depth and the complexity and the urgency
of the problems they face.
It might seem strange to hear a man who has spent his entire
adult life either practicing law or in government talk about rural
life. I have never owned a farm. Not even a ranch.
