SUBJECT:
Talking Points for your Arrival Statement and
Toasts in Puerto Vallarta
Attached at Tab A are suggested talking points from Jim Keogh
for your arrival statement and toasts at the luncheons in Puerto
Vallarta. I think they are quite good. It may be appropriate for
your toast at the luncheon you will be hosting Friday afternoon
to refer to the achievement of a boundary settlement and progress
on other issues which will be announced in a joint communique.
We will supply suggested language once the substance and timing
of the communique are settled.
Dwight Chapin has just informed us that President Diaz Ordaz has
agreed to accept your invitation to a dinner in his honor in California
in early September (probably September 3). Diaz Ordaz has suggested
that news of this development be made available during your luncheon
for him on Friday. I have, therefore, added a suggested talking
point along these lines for your toast at the Friday luncheon.
