That was the year that Medicare was written into law and, in President Johnson's words, Medicare "foreshadowed a revolutionary change in our thinking about health care. We had begun, at long last, to recognize that good medical care is a right, not just a privilege. 11 This year -- 1974 -- can be another memorable one in our medical history, for now we have an even greater opportunity than before -- the opportunity to make the promise of good medical care a reality for all Americans.
