The East Room From: Stephen Bull BACKGROUND: A large and formal ceremony has been arranged for the swearing in of William E. Simon as Secretary of the Treasury. Attendees will include members of the Cabinet and their wives, the Congressional Leadership, the membership of the joint House and Senate Financial Committees, the Federal Reserve, the Council of Economic Advisors, representa- tives from the Department of the Treasury, and Mr. Simon's personal friends (complete guest list attached at Tab A). SEQUENCE OF EVENTS: 11:30 a.m. The guests will be seated in the East Room. You proceed to the Red Room where you will join Mrs. Nixon, Justice Potter Stewart, and Mr. and Mrs. Simon. During this period, you may wish to inscribe the Bible that will be used in the ceremony and will be given to the Simons as a memento of the occasion. 11:35 a.m. Justice Stewart and Mr. and Mrs. Simon will then be formally announced, enter the East Room, and proceed to their positions on the platform.
