Ash I. BACKGROUND, PARTICIPANTS, AND PRESS PLAN A. Background: In all five of your budget messages, you have urged Congress to review and reform their procedures for dealing with budget totals. While we have reservations about some sections of the bill, the Congress has now acted (75-0 in the Senate and 401-6 in the House) to put their affairs in order. This is also the first volley in our strategy to fight for a balanced 1976 budget -- challenging the Congress to use this new procedure and join us to fight for fiscal responsibility. B.
