RN sent HAK to SVN for "a general review of all aspects of the
VN problem, including negotiations in Paris" was #1 on
all nets. The WH cautioned against speculation there was a.
negotiations breakthru, and said the plan to send HAK to SVN
had been under consideration "for several weeks. 11 Interest
was "strengthened considerably" by word that NVN's Tho
will return to Hanoi from Paris for consultations, noted
NBC/CBS. NBC said it could mean HAK and Tho's exchanges
were important.
CBS with positive feature on HAK's brief
interlude in Switzerland.
GOP Convention was #2 story on all nets with film of GOP
platform testimony by Laird. NBC said Platform hearings
were a "model of harmony and good fellowship" but Rules
Comm dispute over '76 delegate apportionment got most
attention, as did GOP efforts to bring more women and
minorities to '76 convention. Sevareid with a commentary
attacking quotas and noting RN's strong agreement letter
expressing concern over quotas.
2 nets noted GOP conservatives led by Tower and Kemp offered
a compromise on '76 delegate allocation. The plan would mean
extra votes for big states, but not as many as if current "bonus"
system is ended or if Percy's play is adopted. Ripon Society
said the plan was unconstitutional, and that it'd be appealed to
courts, if adopted.
2 nets noted Judge Hart lifted a court order blocking construction
of the Alaska oil pipeline, but said he anticipates appeals will
take the case to the Sup. Court.
All nets noted 14th Fischer-Spassky game ended in a draw after
the Russian titleholder slipped and threw away possible winning
chances.
