Chancellor called them "most important talks of VN. 11 Reasoner noted Wash. optimism for settlement, while Koppel reported no one expects ceasefire to last more than 6 months Kalischer discovered the secret meeting place and narrated light film of Tho and another NVN official pacing back and forth in the garden and later, HAK and others leaving meeting - all smiles Sevareid comment focused on US being closer in agreement w/NVN than GVN, but said agreement would save governmental "face. 11 He believes NVN takeover of SVN won't be as rapid now as it would have been if settlement made last year or several years ago. NBC/CBS reports both pointed to continued improvement on US-Cuba front over the potential hijack talks. State said Cuba was very much interested, reported NBC, and even proposed a date for the talks. Film of cheering followers at Peron's house on ABC, w/reporter noting Peron might not have the strength, physically or politically, to take over country. NBC only net w/report on Brandt's "remarkable, 11 "stunning," "astonishing" victory. Followed by review of the increasingly dis- cussed E-W talks in Helsinki and Geneva. Lengthy CBS report (7 minutes) of USN troubles, following note (also on ABC) that Zumwalt before Rep. Hicks' subcomm. said racial troubles weren't the result of USN permissiveness. CBS interviewed 2 of Constellation's dissidents who talked of tensions and inequality and followed w/favorable report of Annapolis' black lit program w/Academy said to be place to which the "roots" of the troubles could be traced. A Commission, divided equally racially and including 2 students, will investigate Southern U. deaths noted on two nets w/NBC film. Note by all nets that Westwood said her own future "is subordinate to considerations about the future of the party. 11 CBS noted this was 1st time Westwood hadn't said she'd resign w/out a fight, adding Maine's George Mitchell had wide support. Chancellor said Westwood has apparently decided she hasn't enough strength to stay on.
