But NBC/ CBS said top-ranking ex-POW Flynn doubts this and feels no charges would be in order due to the pressures of Communist torture. - Communists are "steadily" closing loop around Phnom Penh, said ABC w/ film on the "creeping strangulation. " NBC film also w/ Gov't forces reported unsure of whom they' re shooting at and the gov't itself apparently has no one w/ whom to negotiate so the fighting goes on and on CBS briefly noted, as did others, that US bombs came w/in 14 miles of Phnom Penh in effort to open up supply route. - Thieu reported says GVN can handle military problems on own for now but is concerned over long term, noted ABC. And CBS reported Thieu wants $800-900M/year for next 2 years -- $200M over US plans. After 175 it'd taper off w/ $100M reportedly needed by '80 in Thieu's outlook. All nets noted NVN is "too busy" now to see Brooke about its aid needs. They told him to try again in a few months. NBC film from USSR where Soviet ships are again being filled w/ supplies for NVN as it launches large program of aid HKS commentary recalled NVA strength in 165 compared to GVN "on verge of collapse" and, looking at 173 picture w/ ARVN winning all encounters despite absence of US help, he concluded, the much-criticized program of Vietnamization has been a success.
