The major stories of the day:

Explosions rocked US-owned oil refinery south of Beirut, w/sabotage expected.
The "bitter, generally futile debate on internat'l issues" in UN
went into 2nd day on Israeli attacks in Beirut, was how Reasoner
led, as ABC/CBS had over 3-minute leads on the Mideast situation.
Cronkite's overview led: "Charges and countercharges, threats
and counter-threats keep escalating in the volatile Mideast. 11
All nets noted USSR said it could support expelling Israel from
UN, an event which could put USSR/Arabs against US/Israel,
NBC said,
All nets also noted resignation of Lebanon's premier
was accepted
Arafat threatened "terrible reprisals, 11 was noted
by all nets, and ABC, noting he also accused CIA of assisting in
attacks, had brief clip of Scali saying the A1 Fatah leader was a
"liar" if he alleged US involvement. ABC also w/Lebanon Amb.
to UN Ghorra saying Arafat was not speaking for the govt
Admin's "middle-man, honest broker" in Mideast discussions,
Sisco, also on ABC was concerned about Arab accusations but
was optimistic that "doors of diplomacy remain open. 11 Kalb on
CBS said "US opened diplomatic offensive" w/double goal of forcing
Lebanon to expel or contain guerrillas and of persuading Arab
countries to cutoff arms aid to them. He noted tough line stems
from US having "proof Arafat knew about and sanctioned" Khartoum
assassinations.
NBC led w/"important development" in VN, also noted by CBS,
as Canadians accused NVN of sending large numbers of troops into
SVN -- til now only US/GVN have charged NVN w/violation, said
Chancellor. CBS said Canada "backed up long-standing Allied
claims.

WH said Cambodian bombing would continue til NVA
pulls out was noted by all nets, altho Nessen noted RZ "avoided
blaming" NVN directly for situation there and it appears RN is
"steering away'' from public challenge to NVN to "stop it or else. 11
Nessen said RN didn't want to provide more military help now and
give NVN an excuse to tear up treaty.
CBS w/film clips of
returnee Hoffman, Fonda, Clark as the we-were-no-you-weren't
torture debate continued
ABC film as SVN POW returned to
his hometown w/ "no band, fanfare or speeches."
