He's expected to spend most of time in DC in what HAK described as an "overwhelmingly working summit. 11 -- Other aspects of HAK briefing given major coverage on nets and in Sun. papers. On CBS/NBC Sat. film he said no one can expect C-F to be observed "simply because it's written down. The parties have to observe it. 11 Talks will be "serious effort to bring about stricter compliance. 11 Both CBS/NBC noted effect of Senate vote on bombing may be to undercut talks. HAK/Tho meeting widely covered in Sat. papers, but not dominantly, usually in stories about Mansfield's warning if Admin continues bombing or w/RZ's statement Admin would continue what it believes to be "right policy¹¹ in Cambodia Inside pics of RN/Rogers/ HAK in Post and News along w/reports of Rogers' Lat Am trip. Both nets noted Rogers 1st stop in Mexico. Sat. CBS led w/report (not noted by NBC) RN's expected to announce bipartisan commission to recommend ways of preventing another Watergate. Sources indicate RN hopes it would "look beyond possible new steps to consider feasi- bility of voluntary agreements beyond reach of law to guard against compaign abuses. 11 Mudd noted commission may be appointed jointly by RN/Hill leadership. Star Sat. Banner: "RN Plans Clean Election Commission" w/Horner reporting Garment's been developing plan. (Equal front- page coverage w/summit in Sun. papers.) Sun. CBS noted that, in an interview w/Newsweek Dean said RN never asked him for a Watergate report and he never wrote one. "1st I heard of 'Dean report', was on Aug. 29. I was flabbergasted Here was RN reassuring US people on basis of report that didn't exist, 11 Dean's quoted.
