NEWS SUMMARY

All nets led w/RN's "bullish reappearance" (CBS) as he emerged
from hospital "looking as tho he's ready for a fight w/his critics, 11
said Chancellor. RN's completely recovered and emphasized his
fitness by putting in hours at WH w/advisers before departing for
restful weekend at CD. Good film on CBS (silent on NBC) of RN
thanking Bethesda staffers. Excellent clip on all nets, RN in Rose
Garden said any talk of his slowing down or resigning because of health/
Watergate is "just plain poppycock. 11 (Phrase used in AP-UPI
leads also.) Applauded by WH staffers gathered to welcome him,
RN said "let others wallow in Watergate, 11 he means to do the job
he was elected to do. He promised to "work right up to the hilt, "
saying tho doctors told him to slow down, "no one in this great
office at this time in world's history can slow down. 11
ABC/NBC noted RN's expected to reply to comm. w/"firm, flat,
categorical" (ABC) refusal to turn over tapes on grounds, Valeriani
noted, that they're confidential and that to permit access to some
tapes would lay RN open to demands for all the tapes and other
documents he feels comm. shouldn't be allowed to see. Jarriel
termed tapes a "Pandora's Box" WH doesn't want opened partially
on grounds that there'd be endless requests to pry deep into con-
versations involving nat'l security with foreign heads of state.
Jarriel said having an impartial outside observer "seems to be ruled
out" since tapes span years and context could be confused. Also
there'd be "endless skepticism" whether tapes were doctored.

will drop practice of tapings because of embarrassment caused by
their revelation and because revelation compromises any future
validity
On ABC/NBC film JDE "surprised everyone" said
Chancellor by saying he "certainly" thought RN should release tapes.
JDE would welcome playing of tapes as the "ultimate evidence" and asser-
ted he hasn't a thing to worry about. ABC noted JDE later said he
didn't mean to presume to tell RN what to do.
Strachan on clips on all nets read portions of opening statement that
he had told HRH in April '72 memo of approval of "sophisticated
intelligence gathering operation" at CRP, including Sedan chair 2
report on HHH campaign and then destroyed both documents. Nets
noted numerous conflicts w/Magruder testimony that Strachan
