Action taken w/every indication of serious fuel crisis this winter, began ABC. Govs., MCs, lot of local officials have long been pushing mandatory program which WH has resisted, CBS led, but announcement that petitioners were awaiting has now been made Love/Morton on film on all nets in 4-5 minute leads w/Morton saying on each: Severity of shortage will depend on severity of winter; allocation does nothing to boost supplies, but it does spread whatever discomfort there is around evenly HHH on CBS film said another piecemeal move, but he's grateful for anything this foot dragging Admin does. Mitchell, Kleindienst, Gray and Petersen shown on film on all nets in Texas as defense summoned them to explain Justice's action in the Sharpstown Bank scandal. Defense claims top Dems were being discredited by Justice for political reasons. Kleindienst's inability to recall much of the affair noted by ABC/CBS.
