The major stories of the day:
Reaffirming his determination to stay in office, RN called on
nation for sacrifices to confront most serious fuel shortages
since WWII. Chancellor noted RN closed w/declaration of
his own energy.
ABC led w/film of Hill and state leaders
at WH and outline of RN message.
Story was #2 on NBC and
#9 on CBS.
Gov. Bumpers of Ark. on ABC film reflected
belief in seriousness of situation as outlined by RN.
Jackson
on CBS where he reflected, said Schorr, Dem willingness to give
RN all he wants and more.
On both NBC/CBS film, Jackson
saw need for gasoline rationing now.

"A major legislative defeat" for RN led CBS and NBC also began
w/the "historic" war powers bill passed over RN veto by 284-135.
(It was 75-18 in Senate.) 86 GOP voting to override ( 103 stayed
w/RN) were the key as veto sustention failed by only 5. 32 Dems
voted to sustain. Also impt, noted CBS, were switches by 6 lib
Dems who earlier opposed bill because it was too weak.
RZ
on film on all nets voiced RN concern that bill undermines US
ability to act decisively abroad. NBC/CBS clips included RZ on
RN concern that allies will lose confidence and adversaries
will see it as lessened deterrent.
Floor manager for veto
backers Maillard (R-Cal.) said on all nets that recent events,
including Tues. elections, may have hurt. On NBC he acknow-
ledged a drop in RN credibility.
Dickinson (R-Ala) who
voted to override on all nets said he'd continue to stand w/RN
when he agreed w/him and added on CBS that this wasn't a vote
of no confidence in RN.
Similarly on CBS. Wyman (R-NH)
said override shouldn't be seen as rejection of RN foreign
policies which have been "outstanding. 11
Findley (R-I11) on
NBC said vote was assertion by Hill of its const'l role.
Morton of CBS said RN problems were a part of the vote, but
SO were older problems like VN and LBJ and many MCs agreed
w/O'Neill that if Pres. could deal w/Arabs, Israelis and Russ,
he ought to be able to deal w/Hill as well. Also noted by NBC
