"It should be last resort since it's far more disruptive and inefficient than other measures yet tested. 11 RN's 1st steps have only begun and prices aren't rising as they must. As for US accepting less energy, Jessup notes drop in meat consumption after much complaining over its price last summer. GOP friend told Nat'l Observer's Perry that energy crisis shouldn't exist since we knew it's been coming for 10 years and solar energy should have been developed. He also rapped duplication of effort in burocracy and its inability to handle problem given conflicting con- stituencies. Further this "intelligent" GOP friend of Perry's says time for rationing is now. Longer we wait the more the supply diminishes. Rationing will be a mess as it can't be administered fairly and people will be furious. "For RN, it's devastating". Friend believes rule about RN's situation is "if things can get worse they will. 11 When you don't have any credibility, each crisis is a catastrophe. This time unemployed will include middle class and even better than that, friend said. The more you think about it, the worse it seems. Where will revenue come from to pay off turnpike bonds w/traffic down? What if DJ should keep going straight down?
