Monitor reports "some French commentators were offended" RN

Monitor's Saikowski makes "2 observations" from RN's
"unexpected whirlwind summitry": 1) "US still waits for Europeans
to mend the fray in relations, 11 and since France is the "key to the
dispute, 11 EEC "can't come to grips w/ the issue" til after elections;
2) "despite shadow of possible impchment, WH continues to convey
expectation" of June summit in Moscow.
According to Monitor, "diplomatic observers believe the meetings
helped generate good atmospherics for improvement of transatlantic
ties, tho substance of problem has still to be dealt with and provided
beleaguered RN a welcome respite from W gate woes. RN clearly
enjoyed the interlude and momentary focus on foreign affairs, area
of activity he loves most. "
