Noting HAK once said that if shoved out front, his usefulness
would be finished, Crosby Noyes notes that prediction turned out to
be wrong. HAK's not only chief Admin ball carrier, "but also quite
probably its major protection against ultimate disaster. 11 The
potential of an HAK resignation should RN be impeached "is perhaps
the strongest thing RN has going for him at this point. 11 Somehow
or other HAK's succeeded in divorcing himself from Admin
disasters and "speaks for US in a way few State Secy's have
managed to do in the past. 11 He has been prepared to and able to
exploit his realization of US' enormous power militarily, economically,
and politically and in every world theater he represents " the authority
of US" -- an authority no other nation can match and which "cannot
be diminished by temporary tribulations of any admin. 11 RN's
problems are of secondary concern re: conduct of US foreign
policy. "And HAK, as the chief ball carrier, is making skillful
use of the power he represents, 11 says Noyes.
Star's O'Leary reports HAK told Foreign Relations progress
is being made toward normalizing relations w/ USSR. There were
also indications, given attendance of non-Comm. members Baker
and Mathias at session, that problems of conducting foreign policy
during W'gate period were also discussed. HAK reportedly said
SALT progress was made on Moscow trip.
In letter to News Leader, USIA's White calls Lofton charge
USIA muted VOA broadcasts to USSR "utterly untrue, 11 saying
USIA has fully covered the developing story of Solz and Gulag.
She notes excerpting the book was considered and decided against
as it'd have 11a sharp departure from normal VOA programming"
and would have duplicated Radio Liberty programming. She notes
some titles of VOA broadcasts on Solz and the book included "Solz
Denounces Lies of Soviet System, 11 "Solz on Soviet Law, 11 "Expulsion
of Solz in World Press, 11 all examples that USIA-VOA programming
policy toward USSR hasn't changed. White urged Lofton to visit
VOA, and review USSR programming. He declined, she says, thus
choosing "to rely on unnamed 'sources. 111 Lofton's reply is that the
fact remains that Gulag's never been excerpted on the air -- which
everyone at VOA wanted to do.
