    "ocrText": "THE PRESIDENT HAS SEEN\nREVIEW OF THURS AM PAPERS\nDIGEST OF RECENT COMMENT\nAPRIL 11, 1974\nMIDEAST\nCBS AM's Kalb said HAK was clearly not briefed on Israeli\nsituation when he went before Foreign Relations, but afterwards\nhe chose to take the high ground and was optimistic. On film,\nHAK said Israel is aware disengagement is important for M-E\npeace, and he expects to continue the pace in upcoming talks.\nState also said Meir's resignation would affect negotiations,\nreported Kalb. Tho assumption is Meir would head caretaker\ngovt and talks will proceed as planned, that overlooks interrelated\naspects of politics and diplomacy. If Syria makes hard demands\nre: w/drawal, caretaker govt might not be strong enough to make\na response. This means Syria \"for the 1st time since Israel\nwas founded, feels confident enough to try making peace rather\nthan waging war in months ahead. 11 1 official has no doubts about\nhis govt's sincerity and believes 11a fundamental move toward\nmoderation is under way. 11\nHAK/OTHER FOREIGN AFFAIRS\nIrving Kristol in WS Journal says \"HAK is a much admired\nand much distrusted Secty of State. This isn't in itself note-\nworthy, 11 because other Sectys have provoked same kind of feelings,\nbut \"what is noteworthy\" is way \"admiration and distrust are\ninterfused, 11 commingled to \"an extraordinary way. His talents and\naccomplishments are freely acknowledged, but in such a way as\nalways to convey a sense of uneasiness as to just what it is he's\nup to\nThere's widespread apprehension that his spectacular\nperformance may be a prelude to disaster -- tho of what kind, or\nin what way, or for what reason, no one seems able to specify. 11\nKristol suggests it comes from \"the dim but nagging recognition\nthat he has a new conception of US foreign policy and that he\nrepresents an impt new phase in history of US foreign policy.\nThe impression that HAK means far more than he says or does is\na valid one. He is indeed 'up to something¹ and clearly thinks its\nprudent not to be too articulate or candid about his intentions. 11\nKristol states HAK is ¹¹n the process of constructing a foreign\npolicy for an Amer Republic which is reluctant to confront the fact\nthat it's a world power, and that its historic foreign policy\ntraditions aren't really congruent w/ its new condition\n[He]\nsignifies the 'Europeanization' of US foreign policy\n[and] the end of\n'Amer exceptionalism' and a considerable lowering-of-the-sights\nof US foreign policy. 'Internatl stability, after all, which must\nbe a major purpose of the foreign policy of a responsible great\npower isn't the same thing as 'an enduring world order' or 'making\nthe world safe for democracy. 111 Kristol concludes whether US \"can\ncome to terms w/ its middle-aged reality is the interesting question. 11\nReproduced at the Richard Nixon Presidential Library and Museum\n3\nNoting HAK once said that if shoved out front, his usefulness\nwould be finished, Crosby Noyes notes that prediction turned out to\nbe wrong. HAK's not only chief Admin ball carrier, \"but also quite\nprobably its major protection against ultimate disaster. 11 The\npotential of an HAK resignation should RN be impeached \"is perhaps\nthe strongest thing RN has going for him at this point. 11 Somehow\nor other HAK's succeeded in divorcing himself from Admin\ndisasters and \"speaks for US in a way few State Secy's have\nmanaged to do in the past. 11 He has been prepared to and able to\nexploit his realization of US' enormous power militarily, economically,\nand politically and in every world theater he represents 11 the authority\nof US\" an authority no other nation can match and which \"cannot\nbe diminished by temporary tribulations of any admin. 11 RN's\nproblems are of secondary concern re: conduct of US foreign\npolicy. \"And HAK, as the chief ball carrier, is making skillful\nuse of the power he represents, 11 says Noyes.\nStar's O'Leary reports HAK told Foreign Relations progress\nis being made toward normalizing relations w/ USSR. There were\nalso indications, given attendance of non-Comm. members Baker\nand Mathias at session, that problems of conducting foreign policy\nduring W 'gate period were also discussed. HAK reportedly said\nSALT progress was made on Moscow trip.\nIn letter to News Leader, USIA's White calls Lofton charge\nUSIA muted VOA broadcasts to USSR \"utterly untrue, 11 saying\nUSIA has fully covered the developing story of Solz and Gulag.\nShe notes excerpting the book was considered and decided against\nas it'd have 11a sharp departure from normal VOA programming\"\nand would have duplicated Radio Liberty programming. She notes\nsome titles of VOA broadcasts on Solz and the book included \"Solz\nDenounces Lies of Soviet System, 11 \"Solz on Soviet Law, 11 \"Expulsion\nof Solz in World Press, 11 all examples that USIA-VOA programming\npolicy toward USSR hasn't changed. Viets deserve\na better fate.\nCBS AM's Duvall noted WWII vets like Dole and McG say\ncollege costs have outpaced GI benefits, as Dole on film said\nsolons may differ on VN war but they agree on need for adequate\nvets treatment. Then Mondale charged RN's call for a new study\nof benefits \"too little and too late. 11 There's a gap between WH's\nrhetoric and policy\nThis report was followed by profile of\nVN vet Van Doren, who's now \"fighting the war of inflation. 11\n$8, 000 in debt, the UCLA law student must work to support wife\nand 2 kids as GI benefit only covers the rent. Van Doren on\nfilm said having to work affects study time and grades, but\nthere's no other way.\nCBS AM's Collingwood noted, doubtless because of W'gate,\nBritish reporters are pressing on an investigation of scandal\naround Wilson despite suits which would have halted press\ncoverage normally. Wilson has been hurt politically tho it's unclear\nwhat this means for his govt. Conservatives won't give him a free\nride tho.\nReproduced at the Richard Nixon Presidential Library and Museum\n5\nDOMESTIC AFFAIRS\nSun's Pine reports \"new signs that economy may already\nhave borne the worst of impact from energy shortage are bolstering\nconfidence US will avert a recession. However, outlook on\ninflation appears to have worsened. 11 Economists generally feel\neconomy is \"headed for an upturn by midyear at the latest, 11 but\nseem \"decidedly more fearful¹¹ that inflation rate \"will continue\nunabated rather than easing off¹¹ during summer.\nNY News says after his \"reckless diatribe\" on economy,\nAlbert's title should be \"Shrieker of the House. 11 Noting he\n\"painted grim pictures of massive unemployment and hair-curling\ndepression unless Hill Dems galloped to the rescue w/ heroic\nmeasures, \"edit says if Albert \"tried to bottle [his proposed] remedies,\ngovt truth-in-packaging hounds would make him slap a skull-\nand-crossbones warning on it. 11 News questions if there's\nwidespread \"feeling, 11 as Albert claims, that \"recession is at\nhand, 11 but it has \"no doubt at all that plenty of Americans may\nbe stampeded into such fears if elected officials like him deliberately\nset out to create panic w/ rash, intemperate, irresponsible,\nscaremongering of this kind. It could happen, that is, unless\npublic shows more sense than Albert.\"\nMonitor's Ellis notes RN's impounding $4. 4B more than last\nSept., , but there's little public outcry, few Hill charges that RN's\n\"thwarting\" Hill's will. Why? Because impoundment's \"no longer\na burning issue\" given recent court decisions ordering release of\nimpounded funds, narrowing by Hill of RN's impoundment authority,\nand the fact that \"social programs around which controversy once\nswirled, haven't borne the brunt of the increase. Ash says $8. 1B of\nthe $11. 8B in current budgetary reserves are for fed hiway aid,\nemergency aid for Israel and DOD programs and are \"routine, 11 not\n\"restrictive\" in nature. But Ellis notes RN \"hasn't wholly given the\nfight\" on impoundment as witness $815M being w/held for various\ncommunity development programs, e.g., water and sewer grants, urban\nrenewal, model cities.\nReproduced at the Richard Nixon Presidential Library and Museum\n6\nPhillips - Sindlinger survey finds by 58-40% people are\nafraid to walk on their local streets at night. 67% agree in\nmajor metro area, to 41% in mid-size metro areas, 22% in\nsmall-city areas and 9% in rural areas. That fear correlates\nw/ confidence in local police: 17% in major metro areas having\n\"more\" than 5 yrs. ago compared to 40% w/ less, 37% in mid-size\nmetro areas compared to 32% w/less. Split in small-city areas\nwas 43-15%, 36-7% in rural areas. Nationwide 31% felt diminished\nconfidence, 26% more. Judges were given less support than 5 yrs.\nago in all areas and Justice was accorded less confidence by\n54-16%. By 47-25% there's less confidence in Supreme Court w/\nRN appointments not seen as arresting decline of confidence in it.\nBut FBI, by 29-27%, has won greater confidence.\nNY Post's Hamill reports growing number of Frisco radicals\nbelieve Patty Hearst's dead and that SLA's broken up and scattered\nacross US. It's believed SLA had Tania make the tape and pose for\npic as insurance and then when it was clear SLA had trapped themselves\ninto fed kidnapping rap, they killed her, and then released the tape\nw/ furor over it giving them all the time they needed to get as far\naway as possible.\nGuest edit in NY News is Rog Morton's warning US must strengthen\ndomestic minerals industry to guard against foreign blackmail.\nDrummond thinks media can't afford to keep on waving 1st\namendment to shield it from consequences of their mistakes. The\npublic wants redress \"from what they consider a very uneven\nperformance by the media. 11 Ervin's been saying, and rightly, that\nwhen the constitutional right of a free press comes into conflict\nw/ other constitutional rights such as right to a fair trial and duty\nto preserve an orderly and secure society, something has to give.\nIf the press has a guaranteed right to criticize, hasn't its targets\nthe correlative \"right to reply?\" Drummond believes it's \"nearly\ninevitable\" that if media doesn't concede that right voluntarily, it'll\nbe legally imposed.\nReproduced at the Richard Nixon Presidential Library and Museum\n7\nRN/MICH.\nGenerally good coverage of RN trip, tho highest it was played in\nAMs was #2 in Sun and #3 in Post. Inquirer's \"Tens of Thousands Hail\nRN, 11 Star's \"Rural Mich Cheers Pres¹¹ and Post's note of \"Friendly\nReception\" were only headline comments on crowd, while other papers\nviewed used terms, \"Campaigns\" and \"Takes to Election Stump. 11\n6 of 7 papers seen w/ p. 1 pics, (p. 2 in NY News) predominantly of\nRN w/ friendly crowds, \"Hands for the Chief¹¹ captions Trib bottom of\np. 1 photo. \"Mixed Reviews¹¹ captions NY News centerfold pics of RN\ngreeting friendly crowd and of RN in midst of impch signs\nSame\npics on p.1 in Post.\nReports note presence of some critics but more numerous supporters.\nBut WS Journal's Zimmerman says \"RN saw and heard more hostility\nthan in most recent appearances, which have been aimed at carefully\nselected friendly audiences.\"\nMost accounts also noted RN didn't mention W'gate and pointed\nout how RN could benefit from a Sparling win.\nNBC's Paxton w/ Today report said RN visit to Mich was \"steeped\nin controversy\" before it began w/ \"open argument¹ among GOPs over\nwhether it'd help or hurt Sparling. That reportedly made RN angry, so\nhe decided to put his case to the people. Over film of RN being applauded\nat airport, Paxton said he was greeted warmly by most of the people.\nSigns were about equal in number pro and con, but most weren't\ncarrying any. Sparling had also said RN wouldn't be campaigning for\nhim but would be getting out of DC and talking w/ the people, Paxton\nnoted. Continuing w/ film of motorcade in \"GOP country, 11 he said\ntowns like Cass City went to a lot of trouble for the visit. Cass City\nmayor predicted crowds would be so friendly, RN would be able to\nwalk and it seemed so, said Paxton. RN always mentioned Sparling\nbriefly, but talked about high prices, unemployment and energy, he\nnoted, as RN on film pointed to the \"bottleneck\" in Hill and the need for\na man like Sparling who wouldn't be a \"no-man\" or \"rubber stamp. \" But,\nPaxton went on, Traxler says RN is real issue and election will be\nreferendum. On film, Traxler said election could mean GOPs have\ndecided how they'll react to RN. If he (Traxler) wins, Hill will then\nwork actively toward impchment. If he loses, status quo will be\nmaintained and RN will be'safe an d secure\" for 3 more years. Election\nReproduced at the Richard Nixon Presidential Library and Museum\n8\nhas \"natl importance, 11 Traxler added. Paxton noted many in larger\ntowns of district were critical of RN -- on film, 1 man called for\nimpchment, another said he hated RN - - but RN \"stayed mainly w/ his\nfriends. 11 Succession of people on film w/ comments like \"wonderful,\"\n\"great Pres, 11 done a lot for US, 11 \"should've gotten votes for Sparling, 11\n\"just what needed to be done, 11 \"feel a lot closer to RN\" (no negative\ncomments). Concluding, Paxton noted Dems and GOPs all over US\nare watching to see how RN helped or hurt Sparling, and Wash is waiting\nto see the mood for impchment. Test will come Tues. , but for RN it\nwas a \"good day. 11\nW/ good film report of RN in motorcade and greeting people, Rather\non CBS AM said generally Mich visit consisted of friendly hoopla, some\nspontaneous and some orchestrated. There were also a few jeers and\nprotest signs, again. Some of which were spontaneous, others of which\nlooked like a professional effort. What this visit accomplished and\nwhether it helped or hurt Sparling seemed to matter little. On film a\nGOP publisher said there's nothing on RN and he thinks the country should\nget W' gate over w/ and out of the papers. But a businessman said if\nthe community welcomed anyone, it should have been the President\nand not RN because he doesn't believe RN has set the world's standards\nhe should have. Rather concluded by noting WH aides thought the\nvisit helped Sparling and RN.\nReproduced at the Richard Nixon Presidential Library and Museum\n9\nStar's Germond leads: \"RN's used a sunny day in Mich. to\ndemonstrate that, whatever his standing in polls, he still has support\namong hard-core GOPs. \" RN \"evoked consistently favorable response\"\nand seemed \"subdued but relaxed. 11 Germond notes many along the\nway expressed only a sense of curiosity in seeing RN as no Pres had\never visited 'Thumb' before. But it was obvious the small communi-\nties were impressed by the visit. Germond notes Sparling got\n\"immediate publicity bonanza¹ w/ Saginaw News carring only 2 p. 1\nstories Wed., both about the visit w/ huge pic of RN-Sparling. Con-\ncludes Germond, \"However Sparling fares, it's clear RN was remind-\ning GOPs\nthat he still has support that's important in their Nov.\ncalculations. 11\nWieghart of NY News calls it an \"old-fashioned political barnstorm-\ning trip. IT He notes that tho the many state GOP leaders were \"initially\ncool¹¹ to visit, \"reasoning RN's sinking popularity might rub off on\nSparling, 11 most were on hand for airport arrival. They didn't mention,\ntho, \"RN's own stake in the visit. RN, fighting for his political life,\nput his prestige on the line in an effort to elect Sparling. 11\nMich GOP chrmn McLaughlin called the trip \"a wonderful boost¹\nfor Sparling.\nKnight report in lead says RN's visit was to promote Sparling's\ncandidacy and \"build a GOP turnout he hopes will show US there's no\nRN taint on GOP candidates. 11 As motorcade progressed, \"even some\nGOP skeptics who'd opposed visit began to decide [it] might have been\na good idea after all. \"\nGreene of NY News suggests \"personal pres meddling w/ Hill\nelections has rarely been as effective as the ego of a Pres would lead\nhim to believe. 11 But if RN's Mich trip \"does nothing more than help\nstir up a large turnout of GOP votes, he has a chance of substantial\ngain in his battle against impchment, far more than merely the reten-\ntion of 1 GOP seat\nHe could get credit for pulling the party out of\nits W'gate slump. \" While GOPs would welcome a victory and \"no one\nwould begrudge RN any Brownie points he might earn, or claim, \"\nGreene says the word is the \"turning point already had been reached\nin last few days, \" resulting from Griffin's determination not to let\nanother Mich seat fall. The pros Griffin sent to Mich to help reportedly\n\"have put a little ginger into the GOP effort and have boosted Sparling's\nchances considerably. \" GOPs think Sparling now has a chance to win,\nif there's heavy GOP vote and \"it's considered possible\" that RN's visit\nReproduced at the Richard Nixon Presidential Library and Museum\n10\n\"might well stimulate the voters and help swell the volume at the\npolls. \" Greene adds, \"Never before has the country seen anything\nlike it a campaign expedition by a Pres facing impchment proceed-\nings, a full-dress, stump-speaking, motorcade-chopper operation,\nlaid on at the behest of a candidate who wished he'd kept his mouth\nshut'' re: inviting RN. Thus, GOPs and Dems will be watching election,\nand \"the effects of RN's success or failure could have enormous im-\npact on his survival in office. \"\nSimilarly Sperling says \"RN's comeback strategy now can be a\ndescribed [as] looking for a high=risk move where his success would\nbe spectacular. \" Whereas most presidents usually \"help\" only winning\ncandidates, RN think's now's the time not to be cautious as, should\nvictory be pulled from the jaws of Sparling's predicted defeat, it could\nbe a \"turning point'' triumph, lifting RN in the polls and winning back\nkey Hill supporters. As 1 aide explained, RN's looking for some sort\nof a political achievement Uthat'll give US a message: that the chief\nis back. \" RN's also known to have cited FDR's comment that he loved\na good fight. Thus RN hopes his very entry into Mich. race will win\nsupport of those who love a good fight. RN believes his involvement\nin Mich. is a \"plus\" from the outset, but he's quite aware that if he\ntakes a whipping Tues. his poll rating -- currently on the climb\nwill be right back where it was several weeks ago -- if not even lower.\nTrib's Beckman says at Saginaw airport \"there were no Sparling-\nRN signs w/ the candidate anxious not to be closely associated w/\nRN in that urban area. \"\nWS Journal's Zimmerman says \"As pres trips go, it was an odd\none, conceived in something approaching desperation by [ Sparling] and\nfocused on an area where most of the district's voters don't live. 11\nSparling \"stood w/ out noticeable enthusiasm at RN's side\" and crowds\n\"seemed more curious than enthusiastic. \" Noting a Sparling aide said,\n\"This is the zaniest election I've seen in my life, but believe me, it'll\nwork, \" Zimmerman says, \"If Sparling shares that confidence, he\ndidn't show it.\n[he] looked remarkably glum, almost as tho he wished\nhe were some place elsee\"\nReproduced at the Richard Nixon Presidential Library and Museum\n11\nTrib notes in '72 \"RN held aloof from proletarian campaigns of\nlesser GOP candidates, 11 but w/ GOP \"creaking under his scandal-\nridden presidency, 11 he went to Mich to campaign for one. It's a big\ngamble, w/ what's left of RN's political reputation at stake, \" and it\nbelieves \"odds are against\" Sparling winning or pressure on RN from\nGOPs abating. We've long counseled RN to take his case to people.\nBut Hill elections, like all elections, should be decided on.\nissues\na\nand candidates.\nIt's a shame to inject W'gate into Hill campaigns\nwhere it has no business, \" which RN's visit \"guarantees\" will happen,\nand \"it'll be a particular shame if GOP candidates suffer for something\nw/ which they had nothing to do, \" says Trib.\nTrib's Beckman said WH aides on trip \"were quick to suggest\nSparling has little chance to be elected because of high unemployment¹¹\nin the district, an argument likely to be used if Traxler's elected.\nDetroit News' Pisor says \"in short, GOP defeat Tues. would be read\nin Mich and across US as a dramatic 'no' vote on Pres and repudiation\nof Admin policies. \"\nSun suggests RN's comment Simon would visit district to help\nw/ fertilizer shortage marked \"what's believed to be the 1st time FEO\nhas been involved in partisan politics. rr But FEO spokesman said\n\"Simon knew nothing of any forthcoming trip\" there and indicated RN\nmay have meant an official representing Simon would visit the area,\n\"in line w/ FEO's past special investigations into trouble spots. \"\nFEO official agreed such a visit before election would \"be involving\nthe office in politics, 11 after it's succeeded thus far \"in staying removed\nfrom partisan politics. 11\nOf papersviewed, Sun was only one to lead w/ and emphasize RN's\nstatement foreign leaders agreed w/ him \"that the world now had its\nbest' opportunity ever for a 'permanent peace.
