However, outlook on\ninflation appears to have worsened. 11 Economists generally feel\neconomy is \"headed for an upturn by midyear at the latest, 11 but\nseem \"decidedly more fearful¹¹ that inflation rate \"will continue\nunabated rather than easing off\" during summer.\nNY News says after his \"reckless diatribe\" on economy,\nAlbert's title should be \"Shrieker of the House. 11 Noting he\n\"painted grim pictures of massive unemployment and hair-curling\ndepression unless Hill Dems galloped to the rescue w/ heroic\nmeasures, \"edit says if Albert \"tried to bottle [his proposed] remedies,\ngovt truth-in-packaging hounds would make him slap a skull-\nand-crossbones warning on it. 11 News questions if there's\nwidespread \"feeling, 11 as Albert claims, that \"recession is at\nhand, 11 but it has \"no doubt at all that plenty of Americans may\nbe stampeded into such fears if elected officials like him deliberately\nset out to create panic w/ rash, intemperate, irresponsible,\nscaremongering of this kind. It could happen, that is, unless\npublic shows more sense than Albert. 11\nMonitor's Ellis notes RN's impounding $4. 4B more than last\nSept., but there's little public outcry, few Hill charges that RN's\n\"thwarting\" Hill's will. Why? Because impoundment's \"no longer\na burning issue\" given recent court decisions ordering release of\nimpounded funds, narrowing by Hill of RN's impoundment authority,\nand the fact that \"social programs around which controversy once\nswirled, haven't borne the brunt of the increase. Ash says $8. 1B of\nthe $11. 8B in current budgetary reserves are for fed hiway aid,\nemergency aid for Israel and DOD programs and are \"routine, 11 not\n\"restrictive\" in nature. But Ellis notes RN \"hasn't wholly given the\nfight\" on impoundment as witness $815M being w/held for various\ncommunity development programs, e.g., water and sewer grants, urban\nrenewal, model cities."
