5 DOMESTIC AFFAIRS Sun's Pine reports "new signs that economy may already have borne the worst of impact from energy shortage are bolstering confidence US will avert a recession. NY News says after his "reckless diatribe" on economy, Albert's title should be "Shrieker of the House. 11 Noting he "painted grim pictures of massive unemployment and hair-curling depression unless Hill Dems galloped to the rescue w/ heroic measures, "edit says if Albert "tried to bottle [his proposed] remedies, govt truth-in-packaging hounds would make him slap a skull- and-crossbones warning on it. 11 News questions if there's widespread "feeling, 11 as Albert claims, that "recession is at hand, 11 but it has "no doubt at all that plenty of Americans may be stampeded into such fears if elected officials like him deliberately set out to create panic w/ rash, intemperate, irresponsible, scaremongering of this kind. It could happen, that is, unless public shows more sense than Albert. 11 Monitor's Ellis notes RN's impounding $4. 4B more than last Sept., but there's little public outcry, few Hill charges that RN's "thwarting" Hill's will. Why? Because impoundment's "no longer a burning issue" given recent court decisions ordering release of impounded funds, narrowing by Hill of RN's impoundment authority, and the fact that "social programs around which controversy once swirled, haven't borne the brunt of the increase. Ash says $8. 1B of the $11. 8B in current budgetary reserves are for fed hiway aid, emergency aid for Israel and DOD programs and are "routine, 11 not "restrictive" in nature. But Ellis notes RN "hasn't wholly given the fight" on impoundment as witness $815M being w/held for various community development programs, e.g., water and sewer grants, urban renewal, model cities.
