The major stories of the day:
-
RN flew off to CD w/an armload of transcripts, led Chancellor,
leaving DC "swirling w/rumors" about his subpoena response.
CBS also led w/story (ABC #2) w/Cronkite reporting Rather had
learned RN's "already decided" Comm. won't get what it wants,
a view different from Brokaw's, i. e., that aides are beginning
to back away from earlier predictions RN would only provide
Comm. w/transcripts. And Jarriel noted there's "no hint"
whether actual tapes will be surrendered. All nets noted RN's
considering possible nat'l TV address next week to explain his
position. Rather said that speech may be part of "massive
p.r. campaign" to include VP and top Admin officials making
broadcast appearances to spell out RN's position. Burch, said
Also. noted by ABC.
Rather, spelled out what's expected to be part of WH theme, as
on film on all nets he said Judiciary would be getting "massive
body of evidence" that'l supplant the charges, allegations, and
innuendoes previously made w/a factual record that'd be
"compelling and persuasive" in proving RN's innocence. Burch
thinks that w/the release of this material, "the end of W' gate will
be in sight. Those at RNC meeting applauded on all nets w/NBC
noting tho GOPs "fervently hope" Burch is right, "very few of

All nets noted HAK conceded impchmnt problems could affect
foreign policy but he doesn't think it has been so far. NBC/CBS
noted he particularly said there'd been no effect on SALT. On
CBS (ABC noted) he said "the problem of authority is central to
conduct of foreign policy and therefore over a period of time is
likely to affect it. 11 But he stressed particularly that Soviets haven't
made "exhorbitant demands" on basis of any notion Admin's been
weakened. And any agreement must stand the test of public debate
and the test of time for, as he said "any Pres lives long in
