CBS also led w/story (ABC #2) w/Cronkite reporting Rather had learned RN's "already decided" Comm. won't get what it wants, a view different from Brokaw's, i. e., that aides are beginning to back away from earlier predictions RN would only provide Comm. w/transcripts. And Jarriel noted there's "no hint" whether actual tapes will be surrendered. All nets noted RN's considering possible nat'l TV address next week to explain his position. Rather said that speech may be part of "massive p.r. campaign" to include VP and top Admin officials making broadcast appearances to spell out RN's position. Burch, said Also. noted by ABC. Rather, spelled out what's expected to be part of WH theme, as on film on all nets he said Judiciary would be getting "massive body of evidence" that'l supplant the charges, allegations, and innuendoes previously made w/a factual record that'd be "compelling and persuasive" in proving RN's innocence.
