Former State aide ('61-165) Richard Gardner thinks
HAK's master-minded miracles in bilateral diplomacy but
has left US multilateral diplomacy "a mess. 11 He predicts
HAK will find great difficulty contending w/ issues like devel-
opment, food and population -- "subjects in which he has little
experience and specialized knowledge."
Ostrow of LA Times asserts Santarelli's resignation
"illustrates a major problem: how to keep govt functioning
in face of W 'gate disclosures. 11 At no time in letter or state-
ment "did Santarelli dispute a thread running thru reports of
his remarks: W'gate and problem of dealing w/ it has virtually
ended WH leadership of heretofore impt programs. 11 A "key
figure in Admin's law-and-order program, 11 Santarelli "from
the start of RN years played a central role in shaping anticrime
strategy

feel Santarelli spoke so candidly "due to" dissatisfaction over not
landing FCC

whether he could be counted on to hue to Admin line, according
